If you’re saying that you got stuck at the tunnel in the afternoon and it took forever to get into the bus depot once you’ve left Hoboken … yes, that is kinda normal, unfortunately. The tunnel reverses flow, using more tubes out to New Jersey than into New York. That, in conjunction with the lineup of buses to go to their gates in a steady flow of pickups from PABT, means that the inflowing buses get stuck. There’s not much you can do — too many single-car drivers insist on driving into the city and the entire west side of Manhattan gets jammed, day after day after day. Nothing is going to change until there is severe congestion pricing and/or single-driver cars have to pay a fortune to go into the city during the work day.

You’d be better off going to the city in the late afternoon by taking the PATH train. You can make an easy connection at 33rd Street to the uptown yellow trains (N, R, W, Q), which will swing you through Times Square and then around and past Carnegie Hall.

Actually, I don’t think it’s a water main break. I think one of the heating pipes under the street to one of the Church Towers buildings broke, and they’re repairing it little by little during daytime hours.
