Edit: Added a picture that Hoboken resident Diana Pappas was kind enough to send in. Pic of pooch waiting for Vargas outside McDonalds. She takes great pictures!
As I was hurrying uptown for an appointment, I ran into Roxie (my way of spelling it) and who I believe was Vargas (have never met or seen him before) near the St. Mary thrift store. He was picking up some essentials. Is Randolph rather tall, light-skinned with a mustache? Regardless, he was very pleasant and mild mannered. Maybe not that creepy after all!(at least when sober)
While I was playing with the friendly and loving dog, I asked him how he and Roxie cope in the freezing weather. Much to my surprise, he mentioned that when it’s really bitter cold, the Animal Hospital allows him to keep the pooch there overnight, which is nice. I didn’t want to bother asking about his warrants or anything like that. Bad enough it’s going to get bitter cold over the next few days. That’s the last thing you want to think about. Although, jail may be warmer.
Here’s his pup:

Vargas and Roxie re-united
An avid Hoboken411 reader contacted me to let all of you know that Vargas is now out of jail, and has his loving dog back!
He was spotted in a vestibule near 6th and Washington Streets. He was tucking Roxie in with what appeared to be a massive brand new blue blanket.
Kind of sucks now that the weather is cold and wet.
This was a few days ago, but was wondering if any of our downtown residents are familiar with this nut-job. Doesn’t sound much different than many drunks after a night at a bar (minus the “hurt” part)!
Thanks Jon for the reminder about this story!
From The Jersey Journal:
Held in ‘stalking’ of 3 women
HOBOKEN – A homeless stalker was arrested after following and screaming obscenities at three women Sunday morning, according to police reports.
Randolph Vargas, 44, who had been staying at the homeless shelter on Bloomfield Street, was charged with harassment and stalking the women, reports said.
Police went to Hudson Street between Third and Fourth at around 5:30 a.m., after receiving a report that a man was following the women – who live nearby, reports said.
The police reported that a man – wearing black pants and checkered shirt – with a dog, was walking behind them shouting: “I will follow if want to. I will hurt you and I will have sex with you.”
From the victims’ description, police recognized the suspect as Vargas, who is frequently seen in the area with a pit bull terrier and is homeless, sources said.
The women told police they had frequently seen the man looking through the garbage, and that he had watched them come and go from their apartment on numerous occasions.
Vargas was found to have three outstanding warrants from Hoboken and one from Jersey City, reports said.
