Zaklama property remains eyesore – city drops ball

Just a friendly update here. Over a year ago, 4th Ward Councilman Tim Occhipinti proposed to turn this burnt-out eyesore at 1st & Jackson Streets into a usable park by the city.

Well, Zimmer and her cronies put the kibosh on that (because they wouldn’t get any “credit” for someone else’s good idea).

Where are we today? Same Zaklama burnt-out eyesore remains with ZERO change. Way to go, City Hall!

Over 350 Hoboken Residents Signed The Petition in Just A Few Weeks

At tomorrow night’s Hoboken City Council meeting, 4th Ward Councilman Tim Occhipinti will present a petition to Mayor Dawn Zimmer and the City Council to turn vacant lots at 1st and Jackson Streets into open space. In just a few weeks, the petition already has over 350 signatures and continues to gain steam.

“In our urban landscape, we need as much open space as possible – especially here in Southwest Hoboken,” said Occhipinti. “I’m sick and tired of those who make open space promises while running for office and then turn their back on our community when it comes time to take action. Hoboken needs less lip service and more leaders committed to creating safe places for our children to play and for all our families to enjoy.”

Councilman Occhipinti believes now is the time to begin the process of acquiring the vacant lot and “Nardine’s lot” at 1st and Jackson Street. The next step is to get the Administration to submit a resolution at the next City Council meeting to hire an appraiser to determine fair market value of the properties. These lots are not well-maintained and have received numerous citations from the City. There are three day-care facilities within a few blocks that could utilize new open space. But since the lots are located in a residential zone, a developer could snap them up for more condos. If that happens Hoboken would lose the opportunity forever of turning them into open space.

Advocating for new open space at these lots does not infringe upon the goal for a large, continuous park in the 4th Ward. This would simply be in addition to the SW6 Plan. By purchasing these two lots and turning them into green, open space for Southwest Hoboken families, it in no way minimizes the urgent need for a six-acre park in the area.

“Bringing open space to Hoboken’s Fourth Ward is long overdue, but sadly doesn’t seem to be a priority even for some who call this neighborhood home.” said Christopher Gizzi, President and Executive Board Member, Hoboken Southwest Parks Coalition. “This petition is the continuation of a critical open space initiative, and I urge all park supporters to sign it. For well over six years, local residents have asked for open space and all the advantages that come with it – including flood mitigation, bike/walk/running/stroller lanes, traffic abatement, and other recreational activities. By turning these vacant lots into open space, we’d begin to see what a true, contiguous, six-acre park will do for Southwest Hoboken residents and families.”

The City has two funding mechanisms – the $3 million Hudson County Trust Fund Grant and the $20 million bond authorization by the City Council approved in the spring of 2011. For years, residents have been taxed by both Hudson County and the City for open space – with no new parks added to our neighborhoods. In fact, it was Zimmer herself who fought for this new tax for land acquisitions, which has brought no new open space. The $3 million county grant dedicated to open space in Southwest Hoboken is due to run out this summer. It was extended last summer by request of the Zimmer Administration.

Just like with flooding and potholes, Mayor Zimmer has failed to deliver on her open space promises, time and again. This is a slap in the face to the families of her home ward, as Zimmer pledged to make open space a priority in both her multiple 4th ward council campaign and her multiple mayoral campaigns. And Zimmer has failed.

Finally a 4th Ward Council member that tries to move things forward in Hoboken.

As you might remember our current Mayor Dawn Zimmer formerly represented the 4th Ward, and ran primarily on a platform to redevelop the SW area of Hoboken. That SW6 Plan, which was supposed to provide a 6 acre park, retail and business space, and even flood mitigation measures – is still stuck in the mud. Legal issues, questionable property assessment tactics and more amateur politics from the city administration – with no tangible end in sight.

Tim Occhipinti advocates for open space at 1st & Jackson Streets in Hoboken NJHowever, that doesn’t mean that progress isn’t possible in the 4th Ward. Councilman Tim Occhipinti is thinking outside to box to improve conditions in the area while other projects are stalled by political theatrics.

Case in point is the blighted area of 1st & Jackson. One part is a dumpy lot, and the other is (deceased) Dr. Zaklama’s Nardine’s property that burned down a year ago. Tim says:

We have a chance right now to do something about this, and that’s why I’m asking Hoboken residents to sign our petition – imploring Mayor Zimmer and the City Council to begin the process of acquiring the vacant lot and Nardine’s at 1st and Jackson Street.

The petition will be presented at the March 20th City Council meeting. I hope you’ll come out that night to let your voice be heard during the Public Comments portion.

1st & Jackson Petition for Hoboken open space

Recognize the importance of open space in our urban landscape. Moreover, The Trust for Public Land’s Center for City Park Excellence recognizes that parks provide economic, ecological and social value to Hoboken, it’s residents and their families.

This property is located within the city’s residential zone, which would allow for a developer to buy the property and begin building within the city’s current zoning laws.

The properties are not well maintained and have received numerous citations from the city.

A fire occurred at the restaurant known as Nardine’s and the structure does not bring any added value to the neighborhood.

There are three day care facilities within a few blocks of this location that would utilize new public open space.

  • We now call upon the Mayor and Council in the City of Hoboken, New Jersey to acquire the vacant property located at Block 13 Lots 15 & 16 currently listed For Sale. We recommend this property be used only for passive open space including but not limited to benches and a garden keeping all existing trees.
  • We now call upon the Mayor and Council in the City of Hoboken, New Jersey to acquire the property located at Block 15 Lots 12 & 13 where a fire occurred at the restaurant known as Nardine’s. This property should be used solely for open space including but not limited to a children’s playground.
  • We call for funding to be provided by the Hudson County Open Space Trust Fund grant of $3 million that was allocated for open space in Southwest Hoboken in addition to funds from Hoboken’s Open Space Trust as necessary to complete the build out of these new public parks.

That would be a perfect spot for a park. Doesn’t matter what it is currently zoned! The administration should put this on their radar.

This would be an ideal spot for the City to build some affordable housing units. The time is ripe in that the trend in turning multi family’s to one families is causing eviction of long term residents – the very fabric of our community.

Those plots are zoned for residential use and too expensive. Just wait for the other park to be built

My concern about this location is that one lot is for sale, while the other is only for rent. The owner of the Nardine’s location has done nothing to upgrade it for years and apparently wants to try and rent it out as is, as opposed to sell. The city may be used as a pawn to pressure the owner to sell to a developer instead of risking a lower price paid by the city.

It was for rent before the owner died, so I think it is actually for sale now. It is pretty funny to see For Rent signs on a burned out building. There is just no way that lot will become a park. Too much money at stake. Those will be condos, no doubt. The lot across the street is really only big enough for a dog run or another “toddler” park. In the petition, the West side lots are referred to as being “for sale” while the East side lots are referred to as “where a fire occurred” and specifically not listed for sale. The signs located on both locations are the same, except the Nardine’s signs have the word “RENT” in place of “SALE”. I want to clarify that I am 100% supportive of SW6 (SW6 Plan http://www.hobokenspc.org/?page_id=75).

However, these two lots can be purchased now in addition to building the much-needed 6-acre park. By purchasing these two lots and turning them into green open space for the few thousand people in the SW part of Hoboken, it in no way minimizes or undermines the urgent need for a 6 acre park in that area.

I am hoping that Mayor Zimmer will put forth a comprehensive plan for a 6-acre park in SW Hoboken before her first term is up this year, especially since she has been promising to build this park for six years.
