What is this van?

Still prepping for another “where is this?” photo quiz, but this photo was just sitting in my queue.

Not only is it illegally parked in the middle of the day, but can anyone advise what this dumpy van is for? Is this being used by any particular useful Hoboken city service? Or just a free tax-payer provided ride for someone without a car?
The Blue/brown Areo Star Van parks by the shelter every morning. I gather the driver is going in to shower or use the facilities. He is an old man in his 80s and homeless. I laugh when I see people getting frustraded with his slow motion driving. The van itself is barely running, I would have thought the engine would have died by now. I doubt he has insurance so be careful when driving around or near him.
I call him Crazy Van Guy (CVG), having observed his driving “technique” and having run into him at the laundromat a time or two. I’m not unsympathetic to the guy’s situation, but he shouldn’t be allowed to drive that thing. He’s come astonishingly close to hitting people a few times (one of them being me) and has definitely damaged some vehicles while attempting to park.

i can’t believe i’m being preached to about healthy eating by a user named “potatochip.” and NO i don’t know “where to find you.” I’m guessing you are wearing dark glasses and a house coat hangin’ in the transfat aisle….

As for the various taco and bagel and lunch trucks, I CANNOT understand how ANY of them stay in business given how often I see a Hoboken Parking Utility employee “stop by” (make that: double park [![) and walk away with food/ bev without paying a penny…”

The hoboken mystery van has a habit of sneaking around and parking in places that are illegal for the rest of us citizens to park in, so keep your eyes open in places you wouldn’t ordinarily look… Like the times I’ve seen it parked half on the sidewalk, half on the street in the area of the neumann leather building…
I have never seen anyone actually driving this thing, so it would be interesting if someone were to provide a description of whoever *IS* driving it…

There is another van to add to this discussion – Has everyone also spotted the “JERRY FOREMAN ATLANTIC CITY EXPRESS” van parked around downtown?? It’s one of those old conversion vans that apparently is used for regular trips to Atlantic City… It seems that recently a window was broken, and it now is sporting a nice sheet of plywood as the replacement window… I’m sure that would be comfortable to sit in for the 2 hour ride to AC.
