		<description>There was also a marked HPD car that cut the van off so they couldn&#039;t trun down 4th street, while the Malibu blocked them at Washington (that is why they were doubleparked in the wrond direction), so it was definitely either led by or in conjunction with the HPD. Ask any public safety personnel what they think of the average citizen&#039;s situational awareness.  I remember being on a felony car stop with multiple officers (think COPS: guns out, driver ordered to exit the car, etc.), and have someone pull up and ask for directions. Another time me and a coworker were hunkered down behind a lady&#039;s stoop because her neighbor was holed up with a rifle (we had helmets on, shotguns out), and the homeowner comes out with a cup of coffee and asks if anything is going on...
