		<description>They diplomat is exempt, the vehicle is not a diplomat.  The car can be ticketed and even towed. NYC has been fighting with the diplomats for years over unpaid fines. When Bloomberg took office back in 2002 he vowed to tow away illegally parked consular vehicles, since they were such a nuisance and public safety issue in NYC. Colin Powell, then secretary of state, had to step in to broker a compromise. NYC still regularly tickets and sometimes tows the vehicles if they are blocking intersections and fire hydrants.</description>
