Legal Advice: Unleashed dogs?

You know the economy isn’t doing to well, when even normally “filthy rich” lawyers now need to actually work hard to make a living (The Hoboken411 Legal Beagle has been too busy to handle any new questions).
So I’m converting the normal “Q&A” into an open forum. What advice do you have?
Crazy pouncing dog
“Our neighbor has a dog that he does not put on a leash. we have asked the management company several times and they have assured us that they are in communication with the neighbor. its ok a few days after we complain but then as time passes he becomes lax again. the dog is very active and literally pounces on you – often as one is coming in/out of the elevator.
We have a little baby and so now are even more concerned of the dog pouncing on the baby. We are not really dog lovers, but will be happy if they can just curb their dog!
What can we do – can we actually take legal recourse?”
Beware of Pit Bulls on Bloomfield Street
This isn’t actually a legal question, but more of a “heads up.” I actually overheard this on the Hoboken411 Live Police and Fire Action channel last week! http://hoboken411.com/archives/category/live-scanner/
“I would like everyone to be AWARE of pit bulls on Bloomfield between 6th and 7th. Last night I was walking my dog and two pit bulls got loose and ran after me. Thank God, nothing happened but it was the scariest feeling ever and I would like to WARN people who walk there dogs to be CAREFUL. The guy that owned the dog didn’t seem like he cared that they were loose and running around. He was a very arrogant jerk. I did call the police but there isn’t much they can do, so please post something to keep an eye out for the pit bulls. You never can trust any unknown dogs running toward you!”

yeah, when i sent that to a few friends they said they didn’t even realize it was an onion article. it’s sad that a satirical article is mostly true in this area.
there’s lots of good dog owners in our town though, it’s the sour apples that leave the largest memories though. it’s easy to forget all the times you don’t step in dog shit, but hard to forget those times you do.
