If you drop it into the mail and the actual person doesn't live at the same address anymore, and say that new resident is a bad person, who's to say they won't sell the driver's license to someone else who's up to no good. Could even possible open credit accounts in that person's name. I wonder if turning it in to the DMV would be an option. I don't know if they would notify the owner. Turn it in to the police.
