What is Hoboken doing? No respect for parking meters (costly)

Found this scene the other day quite amusing. Near that soccer field by Sinatra Park – contractors surrounded this robotic money collection device with construction boulders.

I wonder if any damage occurred or if any customers tripped and got hurt by the boulders. No matter what happens, though – the property tax payer would fit the bill one way or another. Sort of the way it works in Hoboken. Any screw up is paid for by the residents!
