Animal Cruelty – Hudson County SPCA

Seems as if the complaints about the Hudson County SPCA finally led to some action.
All animals removed from HCSPCA
On Friday evening, April 11, Jersey City Health Officers, Jersey City Police, members of the Hudson Animal Advocates and staff of the Liberty Humane Society, removed 15 dogs , 24 cats and 1 ferret from the Hudson County SPCA located on Johnson Avenue, Jersey City.

This action was taken pursuant to a court order by The Honorable Thomas P. Olivieri of the Superior Court of New Jersey. The order mandated the immediate removal of all animals from the HCSPCA facility, and restrained the HCSPCA from any further animal shelter operations.
All of the HCSPCA animals are now being cared for at the Liberty Humane Society. “The animals that arrived here last night under emergency conditions are now comfortable, safe and adjusting to their new environment”, said Vivian Kiggins, Executive Director of The Liberty Humane Society. “As with all of our animals, they will have quality care, proper nutrition, exercise, and medical attention if needed. Our terrific volunteers and staff are responding to this emergency”.
With the arrival of these animals, Liberty Humane Society, across the street from the Liberty Science Center, is in need of the community’s assistance more than ever. “We need bleach, linens, paper towels and canned cat food (non fish). We also really need your donations”, stated Janet Russell, Director of Development.

The court order was in response to New Jersey Appleseed Public Interest Law Center’s joint show cause petition, which was filed late Friday afternoon with the Jersey City’s Corporation Counsel, seeking an injunction suspending operations at the HCSPCA and for the immediate removal of all animals from the Johnson Avenue facility.

The community of Hudson County and the elected officials of Union City and North Bergen who have contracts with The Hudson County SPCA need to end the abuse now!”

- Greenpeople.org – This website shows that Hector Carbajales has been the Board Director since 2001. They also claim not to receive any funding when they have contracts with Union City and North Bergen.
- LibertyHumane.org – This website is a brief story of why The Liberty Humane Society was created they state “Jersey City had contracted with the Hudson County SPCA to provide it with animal sheltering services, but the SPCA had proved to be an unsatisfactory provider. In 2002, after a state investigation revealed numerous abuses, mismanagement, and financial misdealings at the SPCA, the City dropped its contract and opened its own animal shelter
- Millville, NJ Site – This website shows a 2006 report of “Animal Intake and Dispositon” for New Jersey Counties. Notice on the last page of the report (page 3) it indicates “No statistics were available for The Hudson County SPCA due to destroyed or missing documents”
- State Website- April 25,2001 New Jersey State Commission of Investigation Report. The report discusses the abuses of the SPCA both at the state and county level. They also mention on page 2 last paragraph “Conditions at an animal shelter administered by the Hudson County SPCA were found to be deplorable. While shelter officials skimmed patron fees and sold dog food for personal profit, animals languished in overcrowded, poorly ventilated enclosures without adequate food, water or veterinary care.
- Jersey Journal Article “Can SPCA defend ‘cruelty’?” Friday, January 25, 2008 – This has always been an ongoing issue that will only end with the removal of the SPCA and the current Board Members.

It’s time to dissolve the Hudson County SPCA and it’s BOARD MEMBERS from the facility at 480 Johnston Avenue. They must be removed and prevented from operating any animal facility.
Union City and North Bergen Officials need to remove them and put a stop to the ongoing animal cruelty, nepotism and corruption this facility has been allowed to get away with for so many years.
The ENTIRE Board and any relationship with The Hudson County SPCA need to be removed from this facility and not allowed to operate any longer in this jurisdiction
Give a voice to these helpless creatures. Tell your elected officials to put a STOP to the Animal Cruelty and injustices at The Hudson County SPCA. The change has to happen.

ANIMAL CRUELTY AT THE SPCA, HUDSON COUNTY NEW JERSEY.
Years after the SPCA at 480 Johnston Avenue, Jersey City, N.J. was investigated and charged for animal cruelty when a staff member beat a resident dog to death with a shovel, it appears the SPCA has not much improved.
This week, Jersey City Animal Control received several anonymous tips about very sick animals at the Jersey City shelter who were not receiving medical care. Control Officer Joe Frank called high ranking SPCA officer Carl Galioto to ask that the shelter be checked in upon and was assured by Mr. Galioto that he had visited the shelter this week and that all of the animals, and the facility, were in excellent condition.
A surprise visit on Wednesday, however, by the office of Animal Control and the Jersey City Health department, accompanied by members of the Police Department, turned up a different story altogether.
The facility was covered in what appeared to be weeks’ worth of dog feces and at least 3 dogs were confiscated and brought to the Liberty Humane Center for immediate medical treatment. 2 of the animals suffered from severe malnourishment while the 3rd had a badly ulcerated eye which had gone untreated.
The incident leaves questions about conflicts of interest involved in an agency that polices itself and the qualifications of the Board of Directors, led by President, and Minister, Hector Carbajales of Union City, N.J., also a state certified animal control officer.
The animals will be returned to the shelter once the shelter is able to provide evidence that they are affiliated with a Veterinarian, they have instituted a disease control program and that the Veterinarian will care for the sick animals that were confiscated.
The Hudson County SPCA maintains animal control contracts with neighboring towns of Union City whose Mayor, Brian Stack, is a state Senator and also North Bergen, whose mayor Nicholas Sacco is also a state senator.

Why would they ever “return” animals to a facility like that? It needs to be shut down, everyone there resposible should be brought up on animla cruelty charges and that’s it. Finished. If these were children, they would basically be saying, we found these sick and malnourished children in a home for unwanted children. We are going to get them medical help, speak to the staff about taking better care of their home and then return the children to their caretakers. Are they on crack over there? This is a shelter – a hospital – a safe haven for unwanted animals and they receive money to take care of these animals. Shut it down. They have failed too many times. The animals that were sick an malnourished were removed. What about the others? They will be left to live in cages, trapped, forced to sleep in their own feces? If these are the sick ones, you can be sure, the others are suffering from simple neglect and lack of humane care. I hope, again, as a couple of years back, that there are protests in the streets because I will be there. PETA to the rescue.

This is just incredible, that an SPCA can treat animals so inhumanely. Anyone that abuses animals should receive a fate worse than death. This is truly shameful.

The “high ranking” offical was there and deemed it in excellent condition. The Board President is a Minister, certified in animal control?! These people make me sick! How can any human being walk in there and see that and not do something, anything. They should be made to live in the shelter for a week as part of thier punishment!

well, back to the animals, i can’t believe that people would even work there if they didn’t care for animals. it’s obvious that these workers have some mental problems if they think it’s okay for the animals to live like that! so sad. i hate stories like this. seems like it’s time to open a new shelter and level that one!

In my opinion, animals are almost as intelligent as, and much more loyal than any person I have ever met. For all the nonsense I spout out on this website, I do seriously have a heart when it comes to actual tragedies such as this and the McSwiggan’s building’s tenants losing their homes, and worldly possesions. Animals should never be treated like this, especially since they don’t have a choice on where they are kept. It is up to us a society to make sure people who abuse pets are held accountable.

The truth is that this is not one of our dogs at the Hudson County S_P_C_A. The Picture being used was never taken in our facility, nor do we even have like our dog runs at all. It is used to get you mad as HELL at us. The writer is very smart for the use of this picture. This is not one of the STOLEN DOGS taken by JOE FRANK …YES, I said “Stolen”. None of our dogs look like THIS DOG. Yes, our dogs are in need…in need of homes. Officer

Re #6, 10 — he never said it was ok to slip someone a roofie, he just made a sick joke about it. I laughed when I read it and was surprised later to see so many people taking it seriously. Here is the exact quote from the other thread:

I mean, it is so utterly absurd, I don’t see how anyone could take it seriously — as far as I can see, it doesn’t even qualify under the

Back to the animals, we can all do our part to prevent this by spaying and neutering our pets and by adopting animals from reputable rescue organizations instead of from puppy mills or from the idiot down the street who can’t be bothered to spay his cat because the last three litters all found homes.
And H411 continues to do his part by exposing corruption everywhere in government, including its outside contractors located in the middle of nowhere.

Who was it that beat the dog? Was this person charged? Did that person go to jail? Without that information your lead statement is just unfounded heresay.

The incident of a dog being beaten to death with a shovel by an SPCA employee occured in 2000. This is the report by the state on NJ’s SPCAs in which Hudson County SPCA is mentioned many times:

The state report is apalling. It goes on and on about HCSPCA’s neglect. This bust is long overdue. The people respnsible should be kept in cages with the same conditions.

I was on hand for the demonstration outside the SPCA on Johnston avenue, when in the year 2000, a small dog was beaten to death with a shovel by one of the “employees” at the shelter.
Volunteers to the shelter, at this time, were none existent because the people who ran the shelter didn’t want outsiders knowing what was really going on inside the building that housed these poor animals.
I was also on hand when we finally gained access to the building. Cages upon cages of animals – animals that had not been feed, no water bowls, feces everywhere, the stink of cat urine and animal feces filled the building. Injured, wounded, and sick animals in the same cages with other animals. No vet, no medical supplies, no cleaning supplies, molded dry food, very little canned food, not a single toy or comfortable blanket for the animals. Most of the animals had not seen the light of day since being surrended to the shelter.
On entering the buildings, the demonstraters gathered together in tears, trying to comprehend the abuse and crulity we saw before us, and then we got to work. We gathered food, medical supplies and cleaning supplies. It took us days just to get to some sense of normal – we got medical care for the sick, feed the hungry, bathed the dirty, got them out for freash air, finally got rid of the so called “employees” who were running the shelter and installed caring people in the facilty to care for the animals. We kept coming to the shelter, volunteering, trying to make sure it didn’t fall into corrupt hands again.
But the SPCA has always been looked at as a way to make easy money and little by little the volunteers were again banned from the shelter – it took years – but it’s happened again. We again have people running a animal facilty who have no idea how to care for animals, no compassion and no love for these helpless creatures. They have just found another way to make money off the lifes of these dogs and cats.
The people of Hudson county should be ashamed that they have let this happen again. I have tons of other things to say about this – but words are only words – time to get moving and see what I can do about this, not just talk about it.

Some of you may be following the current cruelty charges at the Hudson County SPCA here in Jersey City.
Members of DOGJC,a Jerey City dog association, are forming a group to discuss ways to intervene at the shelter and if you are interested in attending the meeting to share your ideas and concerns here is the info. I hope you will come.
